Health and safety in paramount in all business risks and TSS Directors, its Project Manager(s) and wider team fully support Principle Designer / CDM as an integral part of safe project delivery. Ensuring clarity of roles and responsibilities is a key project management tool we use to manage risk. This could be the use of “Brown Paper” exercises at project inception to a provide clarity of process.T Sumner Smith recognise and highlight to the wider team that managing risk is not only a site based, physical construction activity but must be a journey through the project life cycle.
Through our technical competence, varying sector knowledge and business acumen we will deliver projects from inception (engagement) through to post contact. Working with the Principle Designer / CDM-C, Quantity Surveyor and Clerk of Works our Project Manager will ensure contract protocols are administered in a positive yet robust manner through being competent in the broad disciplines below:
The key to success in delivering projects safely, securely, compliant in line with client requirements and in adherence with the best practice associated with points above heavily relies on the Project Manager being able to lead and manage people, a skill we have demonstrated within our case studies.
TSS has highly experienced and competent staff providing site management and Clerk of Works services to existing clients. The role entails four main elements:
The quality auditing process is one of the main roles undertaken by our Site Management / Clerk of Works team. We record audit findings using innovate technology following internal documentation across the broad portfolio below;
Any deficiencies or non-conformances identified during audits, verifications or routine surveillances, which have a direct effect on quality, will be addressed by issue of a Notice / Non-conformance Sheet.
We have recently implemented a new quality assurance system which takes the form of an application suitable for iPhone and iPad devices. The application records on site audits and the audit findings are communicated much more quickly and effectively between our staff. Recording audits electronically will significantly reduce the amount of paperwork we use and eliminate unnecessary trips to the office to hand over paper copies of audit documentation.
Progress of the works can be communicated via a range of media including:
Effective HSEQ management embraces good practice as set out in The Construction (Design and Management) Regulations 2015. TSS has a comprehensive and established CDM Management system enabling us to deliver a fully competent advisory service. Our team also hold full memberships with IOSH and / or the Association Project Safety (APS).
Typically, we are appointed to advise and assist our clients on compliance with the CDM Regulations throughout the project lifecycle, and to ensure that suitable health and safety coordination arrangements are implemented during the planning and preparation of the construction phase.
We can gather all the necessary information, such as key dates, timescales, project description and contact details, during the initial project start meeting. It is essential to ensure that good lines of communication are maintained between all parties in order to achieve sound co-operation and coordination throughout the project, a function which we can facilitate.
Our role includes attendance at all design meetings, including the design handover, where we will discuss and advise any significant risks both during the construction phase and on completion of all works. Hazards and risks posed to those who are affected by the works, such as the general public and those carrying out the work, will be debated and recorded during any design meetings. This information will be used to produce the Construction Phase Plan.
Robust and accurate records are a major part of the compliance. We will ensure that all parties are satisfied that the level of information available to them is sufficient to plan and deliver a project safely. The process is broken down into documentation which is used to gather information required throughout the project. These are as follows:
As with all projects that we have been involved in as CDM Coordinator and now Principle Designer, we understand that time is key and that the programme must be delivered. Our approach is flexible and we ensure that the project is fully resourced throughout, enabling us to respond quickly and efficiently to changing project demands whilst working within time constraints.
Our role can continue throughout the construction phase of a project, from approval of the Construction Phase Plan to pre-site meetings and on-going monitoring and auditing. We will liaise with the principal contractor at all times but particularly where there are any design changes which could have a health and safety implication. Audits can also be undertaken to check that all required documents have been completed and are maintained on an on-going basis thus facilitating timely completion of the Health and Safety file.
